Normally I would ask why the topic of the wiki has to be kept as private as possible but I will refrain from that. However, it's very different from Wikia and doesn't work like it. I suppose you can make an actual website like Weebly or something. Plus there is no such thing as an "offline wiki" that still belongs to the FANDOM wiki network. FANDOM is very unique and the only thing that comes close to it is Wikipedia itself - I'd be amazed to find any online websites that come remotely close to it. I've never heard nor do I believe that there are website services that are identical to FANDOM in terms of the functionality you're talking about.
